Technical Scope of Practice/Skills/Post Oral Testing Policies:

Pre-requisites:

1.    Candidate must contact the Continuing Education Coordinator at Pitt Community College six-months prior to the expiration date of his/her NC State EMT-B, EMT-I, or EMT-P credential card to verify all continuing education hours and any mandated topics (excludes the Technical Scope of Practice (TSOP) have been met (identified by the Continuing Education Committee, QM Committee and/or the EMS Medical Director).  

2.    Candidate satisfactorily completing all continuing education requirements will be supplied all of the necessary TSOP evaluation forms, appropriate level skill evaluation forms, and an ALS verification form (this form is also available on our ECU/Emergency Medicine/EMS website) and advised to contact the Division of EMS office to schedule for the TSOP/Skills/Oral exam.  The PCC CE Coordinator will send an email to the Division of EMS Educational Specialist to verify the candidate is ready to schedule his/her TSOP/Skills/Oral exam.

3.    Candidate must complete an ALS Verification form.  The form must be brought with the candidate on the day/night of testing.  A squad/agency officer must have completed and signed off the candidate's affiliation with that squad on the form. Any candidates arriving to the testing site without this completed documentation WILL NOT be permitted to test.


4.    Candidates who have re-credentialed their EMT-B, EMT-I or EMT-P level of care in another county and wish to continue functioning at the ALS level in Pitt County, MUST SUBMIT a copy of their renewed credential card to the Division of EMS Educational Specialist prior to scheduling for the TSOP/Skills/Oral exam.  (Candidate must be sure his/her continuing education local requirements have been met.)

5.    Candidates who are new to Pitt County and would like to function in this county, MUST SUBMIT a copy of their EMS credential card, documentation of 24-hrs of continued education for the past year, and a letter of recommendation from the Medical Director of where they had functioned or are still currently functioning to the Division of EMS prior to scheduling for the TSOP/Skills/Oral exam.

Scheduling:

6.    Schedule the TSOP/Skills/oral exam with the Educational Specialist at the Division of EMS at least three weeks prior to the testing date desired.

7.    TSOP/Skills/Oral exam candidate "No Show"


8.    TSOP/Skills/Oral exam candidate "calls to cancel" :


9.    Testing Process: The TSOP skills assessment package will be provided to the candidate when he/she meets with the PCC EMS Continuing Education Coordinator.  Skills assessment packs will contain current skills assessment sheets and the National Registry skills sheets.  The TSOP will follow NCOEMS rules.  (Refer to NCOEMS Rules:  Technical Scope of Practice.  Candidates will be placed in groups of three (may vary in accordance to number of candidates testing).  The candidates will participate in scenario-based assessments.  Each candidate will meet individually with the EMS Medical Director (or his/her designee) for the oral exam.  Once the TSOP is complete, all scenarios completed, any remediation will be completed at that time in the group setting (for state credentialing).

Any remediated or failed skills and/or orals will be at the discretion of the EMS Medical Director (his/her designee) as to what steps must be taken for the candidate to meet his/her requirements to function in Pitt County.

Scenarios are developed by the EMS Medical Director/EMS Medical Advisor, Div of EMS Educational Specialist and the PCC EMS Continuing Education Coordinator.  (The EMS Medical Director/EMS Medical Advisor approves all scenarios developed).

10.    TSOP/Skills/Oral exam: Candidate fails

TSOP: All candidates who fail the TSOP will be remediated by the PCC Continuing Education Coordinator (or his/her designee).  Upon successful remediation the candidate will be ready to complete the NC State CIS Submission application form to fulfill the state re-credentialing process.  Everything will be done through this new CIS program.   (Effective January 1, 2008, NCOEMS can no longer scan paperwork or register individuals to test through paperwork or voice response.  Everything will be done through the new CIS.)

Pitt County Functioning Status: All candidates who fail an oral interview or skill station may not be permitted to continue the skills or oral interview process on that date.  The candidate may need to reschedule with the Education Specialist of the Division of EMS to come back on another exam date to retest.  The candidate may need to retest all skill stations and interviews upon the return visit.  The candidate will be advised what areas (skills and/or interviews) will need to be retested.  Retesting will be at the discretion of the Pitt County EMS Medical Director (or his/her designee).

The candidate may schedule a practicum time on equipment at the Division of EMS prior to the scheduled exam date.  No instruction on skills will be provided the week of an exam.  Candidates should arrive at the exam prepared to perform all skills required by their ALS level of care.

Candidates failing the skills and oral interviews more than three times in a row will not be permitted to schedule a retest until the Division of EMS receives written documentation of satisfactory remediation of the skill and/or interview areas that were unsatisfactory from the designated Pitt County EMS Teaching Institution (Pitt Community College) continuing education coordinator.
